On Sunday 8 and Monday 9 June 2025 Italians will be called to the polls to vote on five abrogative referendum questions that touch on sensitive issues such as citizenship, employment and safety in contracted work. Citizens resident abroad will also be able to vote, and for them the timing and the procedures are different: here is everything in detail.

The 5 referendums: the topics in brief

With the Decrees of the President of the Republic of 31 March 2025, published in the Gazzetta Ufficiale (the Italian official gazette), five abrogative referendums were called. Here is what will be voted on:

  1. Italian citizenship
    Proposal to repeal the rule that introduced the possibility for non-EU nationals to apply for citizenship after 5 years of legal residence instead of 10.
  2. Protection against dismissal
    Proposal to repeal the entire contract with increasing protections (contratto a tutele crescenti), which governs unlawful dismissals in open-ended contracts for new hires.
  3. Dismissals in small businesses
    This calls for the partial repeal of the rules that today guarantee a minimum indemnity in the event of unlawful dismissal in companies with fewer than 15 employees.
  4. Fixed-term contracts
    The vote is on the partial repeal of the rules governing the maximum duration and the conditions for extensions and renewals of fixed-term contracts.
  5. Liability for accidents in contracted work
    Proposal to repeal the joint liability of the client, the contractor and the subcontractor in the event of accidents linked to risks specific to the company’s activity.

Who can vote from abroad?

  • Everyone registered with AIRE (Anagrafe degli Italiani Residenti all’Estero, the register of Italians resident abroad) will automatically receive the electoral pack at their address of residence.
  • Italians who are temporarily abroad (for work, study or medical treatment), and the family members living with them, can vote on request.

Important:
Anyone who is temporarily abroad must submit a request to their Italian municipality by 7 May 2025 in order to receive the pack.

And are you registered with A.I.R.E.?

Remember that VOTING is a RIGHT protected by the Italian Constitution and that, under Law no. 459 of 27 December 2001, Italian citizens resident abroad who are on the electoral rolls can VOTE BY POST, receiving the electoral pack at their address of residence. To this end, it is advisable to check and regularise your registry and address details with the competent consular office, preferably through the online consular services portal Fast It.

When is the vote?

  • In Italy the vote will take place on 8 and 9 June 2025.
  • Abroad, voting is by post, in advance. The electoral packs will be sent out by 21 May 2025.
  • If by 25 May you have not yet received the pack, you can request a duplicate from your consular office.
